In case you missed it, a demographic shift is occuring in the US.
People are moving south to Florida, Georgia, North/South Carolina, Alabama, Mississippi, & Louisiana.

Hurricanes happen every year.

How long will insurers continue to pay out Billions of dollars in claims?
How long will the govt. bail people/companies out?

These same questions could/would be asked if California were hit by catastrophic earthquakes every year.

Whether the money is tax-based or investment-based, it belongs to the public.
How long until the public suggests that it not be given to people living in hurricane-prone areas?
